The download is a .ups I think so you need to patch an Emerald ROM with it. You have to use NUPS to do that. There are compatibility issues or something with VBA, what seems to work is to run it on VBA 1.7.2, it's worth the trouble when you start it though. I have to say, the game is kinda hard. I', just at the first leader, a couple levels above him and I still can't win.
